YouTube Monetization Requirements in 2026: The Complete Eligibility Guide

Monetization is the line between hobby channel and creator business. The YouTube Partner Program (YPP) has multiple entry tiers in 2026, and the rules around eligibility, AdSense setup, and revenue share are more nuanced than the 1,000 subscribers / 4,000 hours headline. Here is what serious creators need to know before they apply.
The two YPP entry tiers
YouTube offers a fan funding tier (lower threshold, no ad revenue) and a full monetization tier (ads + all features). Most creators chase the full tier directly, but the fan funding tier is useful for channels building toward thresholds.
- Fan funding tier: 500 subscribers, 3 valid public uploads in 90 days, plus 3,000 watch hours OR 3M Shorts views in the last year. Unlocks Super Thanks, Super Chat, channel memberships.
- Full monetization tier: 1,000 subscribers and 4,000 valid public watch hours in 12 months OR 10M Shorts views in 90 days. Unlocks ad revenue, YouTube Premium share, and full creator features.
Watch-time math: what counts and what doesn't
Only public video watch time counts. Unlisted, private, deleted, and Shorts watch time do not count toward the 4,000-hour threshold (Shorts have their own 10M view path). Live streams count. Premieres count. Watch time on videos removed for guideline violations does not.
What happens during the policy review
When you apply, a YouTube reviewer manually audits your channel — not your last video, your whole channel. They check for re-uploaded content, music copyright, repetitive content, and community guideline compliance. The review takes anywhere from 24 hours to 4 weeks depending on queue depth and channel size.
- Remove any video that uses copyrighted music you don't have a license to.
- Delete or set to private any re-uploaded content (compilations of other people's clips, reaction-only videos with no transformation).
- Make sure your most recent 10 videos represent the channel you want to be approved as.
- Have a clear channel banner, about section, and thumbnail style — reviewers look for intent.
AdSense setup is the real bottleneck
Even after YPP approval, you cannot earn until your AdSense account is approved and linked. AdSense requires a verified address (a PIN mailed to your home), tax forms (W-9 for US, W-8BEN for non-US), and a payable threshold of $100 before payout.
Realistic revenue expectations
RPM (revenue per 1,000 views) varies wildly by niche, geography, and content type. Finance and B2B channels see $15–$40 RPM. Gaming and entertainment see $1–$5 RPM. Kids' content is capped and limited. Shorts RPM is $0.05–$0.15 per 1,000 views. Plan accordingly.
